what is the problem of india to use voip technology?what is the story behind this?

all the other countries (i.e US,uK,singapore, malaysia, australia and all europe countrie)are using voip technology. so the people can talk freely with no charge, upward from that, country also can develop very fast. What is the story behind this for not accepting voip in india.
